Every Minnesotan knows the feeling.

You just get your driveway clear and the snowplow comes along and pushes up this 2-foot-high berm of snow and ice across the end of your driveway.

It's probably because every Minnesotan knows that feeling that the lawmakers spelled it out very clearly: it's illegal to to push the snow back onto the street or roadway.
