At the turn of the 20th century, people with mental illness were still being locked up in institutions.

100 years later, they're still being institutionalized, but now, they're mainly ending up in jail.

Deb Holman is a street outreach worker for HDC and CHUM and she, with other organizations in Duluth, struggle daily with balancing a person's right to self-determination against their safety, especially when they're homeless.

Special mental health reporting this week on "Change Your Mind: Living With Mental Illness" is provided by KUMD, in partnership with the Human Development Center, Miller-Dwan Foundation and the St. Luke's Foundation.

The Mental Health Week on KUMD was made possible in part by the Human Development Center, Miller-Dwan Foundation and the St. Luke’s Foundation.
